ملخص:
تلعب المشاركة المجتمعية في العملية التخطيطية دورًا مهمًا في تحقيق وتلبية احتياجات الناس الفعلية من خلال مساعدة السكان للمخططين في تحديد الخصائص والصعوبات والمشكلات التي تواجه حياة السكان في المناطق العمرانية. كما يسهل ذلك رسم السياسات العمرانية لمعالجة المشكلات والصعوبات وزيادة أوجه التعاون والتنسيق بين المخططين والمستفيدين من عمليات التخطيط العمراني الذين يعتبرون الشريك الرئيسي والأول في تلك المشروعات. وتعتبر مرحلة اتخاذ القرارات التخطيطية من أهم مراحل عمليات التطوير العمراني للمناطق القائمة لصلتها بسكان ومرتادي تلك المناطق. وغالباً ما يصعب على المخططين معرفة المشاكل الحقيقية لتلك المناطق واتخاذ القرارات التي تتناسب وتتلاءم مع احتياجات ورغبات الناس. وتعتبر مشكلة المشاركة المجتمعية في عملية التطوير العمراني في المملكة العربية السعودية إحدى أهم القضايا، حيث أنها لم تحظ بالاهتمام اللازم إلا مؤخراً نتيجة العديد من الإشكالات التي تعيق تطبيقها والاستفادة من مميزاتها. وتأتي هذه الدراسة لتؤكد أهمية المشاركة المجتمعية في مشروعات التطوير العمراني وإبراز دورها في توجيه قرارات المخططين في عمليات التطوير العمراني. وقد تم من خلال دراسة طريق الملك سعود في مدينة شقراء إبراز أهمية المشاركة المجتمعية ودورها في توجيه قرارات المخططين من خلال المقارنة بين التوجهات العمرانية قبل وبعد أخذ آراء السكان في عملية التطوير العمراني. وقد أظهرت دراسة الطريق أن العديد من المعلومات لا يمكن الحصول عليها إلا من خلال المشاركة المجتمعية وأن العديد من القضايا التي يتم التوصل إليها اعتماداً على الدراسات الميدانية تتعارض في أغلب الأحيان مع القرارات التي اعتمدت على أخذ آراء الناس. لذلك كان من أهم توصيات الدراسة تفعيل المشاركة المجتمعية وجعلها جزءاً من عمليات التطوير العمراني وأن تتم مراعاة آراء الناس ورغباتهم في قرارات المخططين في عمليت الطوير العمراني.

Abstract:
Community participation in the planning process plays an important role in achieving and meeting people's actual needs by helping residents to planners in identifying characteristics, difficulties, and problems facing the lives of residents in urban areas. It also facilitates the formulation of urban policies to address problems and difficulties and increase aspects of cooperation and coordination between planners and beneficiaries of urban planning processes who are the main and first partner in those projects. The planning decision-making stage is considered one of the most important stages of the urban development process of the existing areas as they relate to the residents and visitors of those areas. It is often difficult for planners to know the real problems of these areas and to make decisions that are appropriate and appropriate to the needs and desires of people. The problem of community participation in the urban development process in the Kingdom of Saudi Arabia is one of the most important issues, as it did not receive the necessary attention until recently due to many problems that hinder its application and benefit from its advantages. Through the study of King Saud Road in Shaqra City, the importance of community participation and its role in guiding planners' decisions by comparing urban trends before and after taking population opinions in the urban development process was highlighted. The road study showed that many of the information can only be obtained through community participation and that many issues that are reached based on field studies often conflict with the decisions that relied on taking people's opinions. Therefore, one of the most important recommendations of the study was to activate societal participation and make it part of the urban development process, and that the opinions and desires of the people be taken into account in the decisions of the planners in the urban development process.
