Mainstreaming Climate Change management Actions into Development Planning, Challenges and Opportunities.

The Frequency and severity of Disasters are increasing globally especially climate related hazard which had been changed, exposing more people and a greater value of assets to disasters (As it can be the main reason for undermining economic growth and development as well). Nowadays many (developed) countries adopted the idea of planning the city for climate change that providing the city not only with the necessary Actions (adaptation, mitigation) and precautions that insure the city resilience and inhabitants’ safety, but also contribute to quality of life to have livable cities. However, Many of developing countries’ governments find it difficult to plan and invest with those risks in mind and have another point of view in considering this issue, as they don’t take climate change Impacts into consideration while planning for its local/national development Agenda, despite most of them are expose to natural disasters, depending on the Reaction strategy and short-term Actions to confront such disasters or at least minimize their impacts. As they believe that climate change management actions will be a cost (represent extreme financial burden on its Local/National budget or it may affect the NGOs/international fund for development) rather than a necessary investment for reducing threats and saving lives. The factors driving such perceptions vary from country to country, but there are many shared challenges to mainstreaming disaster risk into planning. Mainstreaming Climate change management not only enhances a country’s ability to manage these risks and limit the impacts of Climate Change, but also helps to ensure that any new development does not put people at greater risk to these hazards. moreover mainstreaming process can take place at all levels of governance, from development plans, processes and initiatives at the local level through, to subnational plans all the way to national plans climate change management Actions / principles can also be mainstreamed within decision-making processes, legislation, regulations, organizational protocols and subsidy regimes. Regardless of the level of governance or avenue, mainstreaming largely takes place within the core sectors that governments around the world use for most development activities. This Paper seeks to explain how to mainstream and integrate climate change management into the development planning for the developing countries, through presenting different frameworks showing the main steps for mainstreaming Climate Change Actions, the tools that can help in the prioritizing the Actions in the mainstreaming process, determining the obstacles, challenges and opportunities while designing and implementing this framework
