The Main Challenges Facing the International Community in Implementing the Principle of " Responsibility for Protection"

Concerns regarding global warming have increased in recent decades at both the national and international level. States have gathered many times to address the issue of global warming and its effects on climate change, and many agreements have been concluded, the most recent being the Paris Agreement under the United Nations Framework Convention on Climate Change (UNFCCC). Meanwhile, the change in climate is forcing people to migrate, either internally or externally.
Internal migrants are called internally displaced persons and have a
legal framework to govern their migration status, which is not
considered in this paper. However, the status of displaced persons who are forced to migrate out of their home country due to climate change is ambiguous. This Paper addresses the issue of whether climate change refugees are protected under international law. It is important to note that commentators have used the term environmental refugee ” often when referring to climate change refugees. Other terms, such as environmental migrants ” and eco refugees ””, have been used as well. However, for the purpose of this paper the term climate change refugees ” will be adopted.
